Limited Quantity Packagings and Cobb Test Requirement Applicability

A reader recently asked whether limited quantity packagings were, under the International Maritime Dangerous Goods (IMDG) Code, required to meet the "requirements for packagings" found in Chapter 6.1 of the IMDG Code - most importantly the Cobb test requirement for fiberboard. We generally regard these provisions as being applicable only to UN marked packagings certified as meeting United Nations (UN) performance testing requirements. But, looking at limited quantity provisions in Chapter 3.4 of the IMDG Code, we find in 3.4.1.2.6 that LQ packagings are subject to: "Part 6, construction requirements of 6.1.4, 6.2.1.2 and 6.2.4" Of the referenced provisions, 6.2.1.2 contains qualitative requirements related to materials of construction and 6.2.4 contains requirements for receptacles such as aerosols. Looking at 6.1.4, we find that it includes requirements for fiberboard boxes in 6.1.4.12 - the outer packaging most commonly employed in the case of limited quantity packagings.
