HM-219C Resolves Discrepancy Between the HMR and International Regulations on Use of Word 'Stabilize' in Proper Shipping Names
The Pipeline and Hazardous Materials Safety Administration's (PHMSA) HM-219C final rule dated November 25, 2020 resolved a disharmony over the use of the word "stabilized" in proper shipping names. Up until now for certain substances where the IMDG Code required inclusion of the word "stabilized" as part of the shipping name, the HMR did not allow its usage. As a consequence, different shipping paper descriptions on shipping papers and packagings were required depending on whether the shipment was an IMDG Code shipment or simply a domestic shipment.
