A reader writes, "We offer various liquid dangerous goods in single packagings. One was transported in UN1A2 pails where the certification mark indicated that it had been hydraulically pressure tested to 80 kPa. China officials detained the shipment insisting that 100 kPa is the minimum. Is this true? There are several options provided in §178.605. Options two and three for determining a test pressure are both related to the filling material, but with a minimum test pressure of 100kPa. Option one (the one we typically reference) requires an actual assessment in the intended packaging, with the intended filling material. In this case the test pressure authorization could purportedly be less than 100kPa since a minimum is not listed. I suppose the answer lies in the method deployed to assign a test pressure. Can you confirm my understanding?"
