Closing Out FY 2019 Appropriations -Stalemate

As this article is written, the US has been in the midst of its longest continuous partial shutdown of federal agencies. The shutdown includes the Office of Hazardous Materials Safety (OHMS) within the Department of Transportation's (DOT) Pipeline and Hazardous Materials Administration (PHMSA). In a world where no hazardous material may move any distance by any mode unless authorized by a regulation, permit or approval, government shutdowns have the potential to wreak havoc on the regulated community.
