Democrats Threaten FY17 Appropriations Stalemate Over EPA Policy Riders

House and Senate Democrats are warning that they will oppose fiscal year 2017 appropriations bills - including the yet-to-be-announced bill to fund EPA - if Republican proposals include policy riders that block key air, water and climate regulations as the GOP has long sought, setting the stage for another partisan budget standoff.
