With the continuous development of characteristic towns across the country, the development efficiency and resource and environmental problems of characteristic towns have attracted much attention. This paper uses the Data envelopment analysis (DEA) efficiency analysis model, the Malmquist and Malmquist-Luenberger productivity index, and decomposition method to estimate the traditional efficiency value, environmental efficiency value, and efficiency index of the characteristic towns of the provinces in China; to explore the source of the characteristic town efficiency change; analyses the space-time rule and evolution of characteristic towns and those in the provinces in China's eastern, middle, and western regions on this basis; and summarises the development efficiency type of the characteristic towns in China's 31 provinces. The research finds that the efficiency value of characteristic towns has decreased in some extent. That is, in the construction of characteristic towns, the neglect of environmental protection and resource conservation prevails. The technical progress and technical efficiency of characteristic towns fluctuate frequently. Both the technical progress and the technical efficiency can significantly promote the total factor productivity (TFP) growth of the characteristic towns. In most provinces of China, the development types of characteristic towns are high environmental efficiency-TFP variable growth type, and low environmental efficiency-TFP variable growth type. On this basis, countermeasures and suggestions are asserted in terms of allocation efficiency of factor capital, optimisation of urban spatial patterns, and investment in environmental pollution control.
