COMPARATIVE ANALYSIS OF ENVIRONMENTAL PROTECTION POLICY ON THE LOCAL LEVEL-COMPARISON OF LEGAL REGULATIONS IN THREE COUNTRIES OF SOUTHEASTERN EUROPE

A legal framework is a key factor in the effective implementation of environmental policy at the local level. Although environmental protection is primarily a matter of wider, global importance, local self-government units perform the tasks of immediate interest for the local community and local population. Therefore, the competencies of local self-government units in the field of the environment are an important factor for efficient implementation of environmental policy at the local level. Given that there is not much research on environmental legislation in local self-government units in the countries of Southeastern Europe, there is a need to analyse environmental legislation in terms of the competencies of local self-government units in the countries of this part of Europe. The conducted research shows that environmental protection at the local level is regulated by two types of regulations - local self-government regulations and environmental protection regulations. The results of the research show that it is desirable to improve the quality of legal protection in this area. This will contribute to the improvement of environmental protection at the local level, and direct the policies of the local self-government units to legal solutions that are significant for the citizens of the local community.
