Two Models of Last Resort Supply in the Liberalised European Energy Market

A workable last resort supply concept is an important requirement for unbundling and competition in the energy market. The European Electricity and Gas Directives provide that a supplier of last resort can be appointed to ensure continuity of supply to customers. The Netherlands and the United Kingdom are among the few Member States that have implemented detailed last resort supply procedures. Both countries have adopted arrangements to procure that a supplier of last resort takes over if the regular supplier becomes insolvent. This article proposes a brief comparison between the Dutch and British last resort supply models.
