Results of Russia's Military Reforms Exhibited in Minsk

During the recent MILEX 2003 military trade show in Minsk, Belarus, all of the recent moves by Russia to reform its military were clearly visible. The show was dominated by command-and-control (C2) systems. Among them were the Panorama integrated C2 system for land forces, modernized 9S52M1 Polyana-D4M1 and 9S737M Ranzhir air-defense C2 systems, and the Sprut E1 for aircraft C2 by land forces. Also in abundance were electronic-countermeasures systems, including the Pripryat GPS-jamming system, Neman-UM and Neman-AM UHF-communications-jamming system, the modernized SPN-30 airborne radar-jamming system, the Bug-AM HF-communications-jamming system, the Potok passive electronic-reconnaissance system, and R-330T and R-378A ground-based jamming systems. Some of these products were modernized versions of existing systems, while others are newly developed. For example, the R-330T is a modernized, digitized version of the well-known R-330, while R-378A was newly developed system, to supplement R-330T. Special attention should be paid to Panorama command system, which integrates all the fire system on operational level. It is based on the Air Defense Baikal air-defense C2 system, but has been greatly improved through enhanced information-processing capabilities. Other interesting devices on display at MILEX 2003 included the MSPD universal data-exchange modem for tactical aircraft, the Lobushka towed decoy, and the small MSP 418K jamming pod for aircraft. A data-exchange modem in such a form as the MSPD is a novelty in the Russian Air Force, since it is universal in nature and can be integrated with any aircraft. The same is to be said about Lobushka towed decoy, which is claimed to be similar in capabilities to US-made AN/ALE-50.
