Does the 'State' still represent the primary building block of modern political order? How has the 'State' changed considering a rise of 'regions' in Europe and do they provide an alternative locus for managing power, resources, citizenship and representation? These questions could summarize the principal issues addressed by Prof. Keating in his inquiry.
