In the 1990s, Chinese scholars of world politics gradually downplayed politically dictated multipolarity in favor of the international system's increasingly obvious unipolarity. The PRC's break from Maoist foreign military policy toward Vietnam is another indicator of change. Hu Jintao's election as General-Secretary of the CPC in 2003 accentuated the trend.
