William Congreve and William Hale: Two Pioneers of British Rocketry in the 19th Century

But by this time advances in artillery - primarily the rifled barrel and breech loading gun - had made the old gunpowder rocket obsolete. But the Hale rocket remained on the inventory of the British military until 1919 probably because someone forgot to write it off. Between 1867 and 1900 they were used in the many British Colonial wars, particularly in mountainous countryside. The most famous occasion was during the Abyssinian Wars in 1868 and their last use was, probably, in Sierra Leone in 1899.
