NextGen - Bigger Is Better? Alternative Technology Modernization Approaches for NextGen

摘要

The conventional technological view of NextGen is that it will be the product of a small number of large, government-funded, technology programs, developed over many years. However, for NextGen to be successful, particularly with regard to efficiency, it needs to be flexible, agile, and responsive to a diverse group of stakeholders. This paper asks whether this "large system" approach is the best way for NextGen to achieve its goals and examines some alternatives. Some recommendations on possible improvements are offered, particularly regarding the use of Open Architecture and Service-Oriented Architecture (SOA).
