The Federal Aviation Administra- tion (FAA) develops, maintains, and manages the huge and economically important national airspace system, known as the NAS. The NAS enables the safe and efficient transit and management of 29,000-plus business, pleasure, military, and homeland security flights per day. The safe and efficient use of the NAS supports the contribution of $1.3 trillion in total U.S. economic activity. Some significant challenges for the FAA to manage the NAS in the short term and the long term include: 1. An outdated and aging infrastructure badly in need of recapitalization. The NAS is saddled with costly, aging, non-maintainable 1960s radar systems technology and VHF radio-based voice communications.
