Why do we need to modernize air traffic? Air traffic growth rates have stalled in certain locations around the globe; why not leave a functioning system as is? Why are we spending limited funds on new infrastructure? These questions are being asked by governments, industry, legislatures, and private citizens around the globe. Upgrading our air traffic control system is an expensive undertaking, and not without risks. But there are cost-effective reasons why we must move forward with upgrades. Some argue that while there are regions of rapid expansion, air traffic growth has slowed in the traditional locations, so modernization should no longer be a focus. But modernization will save time, making flying better and spurring new air traffic growth. Further, increased capacity to meet growth has never been the only or key driver. In a world with high petroleum prices and environmental concerns, the need to fly more efficiently is important.
