The Missile Defense Review does not appear to shift the US' overall strategic posture towards peer adversaries such as Russia and China. It stated, "US missile defense capabilities will be sized to provide continuing effective protection of the US homeland against rogue states' offensive missile threats [defined as North Korea and Iran]. The United States relies on nucleardeterrence to address the large and more sophisticated Russian and Chinese intercontinental ballistic missile capabilities." The review does, however, appear to portend investments in regional defences against Russian and Chinese missile threats, and specifically seeks to address hypersonic weapons. Moreover, if the SM-3 Block 11A interceptor is demonstrated to be capable against ICBMs, it could significantly add to Russia's and China's concerns regarding US missile defences. The Pentagon noted that Russia and China are developing anti-satellite missiles and "Russia maintains and modernises its longstanding, strategic missile defense system deployed around Moscow, including 68 nuclear-armed interceptors". China is understood to be developing its Dong Neng-3 missile interceptor system too.
