Space is no longer primarily a government and military domain involving only a few state actors. Low Earth Orbit (LEO), which is located about 160-1,900 km from Earth, is now accessible even by small to medium enterprises, and home to low-cost commercial fleets of communications and imaging satellites including large microsatellite fleets. The latter include Planet Labs' fleet of Dove satellites, while Google-backed O3b plans for a fleet of 180 satellites in medium Earth orbit - located about 8,000 km from Earth - in the near future.
