In an expanded description of the Second Artillery, the Chinese Ministry of Defence 2009 White Paper calls the Second Artillery: "The core force of China for strategic deterrence. It is mainly responsible for deterring other countries from using nuclear weapons against China and for conducting nuclear counterattacks and precision strikes with conventional missiles."rnThe Second Artillery is credited with approximately 100,000 well educated and highly motivated personnel.rnAs regards organisation, the 2009 White paper notes: "The missile force is organised into missile bases, missile brigades and launch battalions. The support force is organised into technical and specialised support units such as reconnaissance, intelligence, signal, electronic countermeasures (ECM), engineering, logistics and equipment units." It is not clear whether there is a standard composition for launch battalions and missile brigades for both nuclear and conventional Second Artillery units.
