Scenario one: Gradual liberalisation under Saif al-Islam

Saif al- Islam, Ghadaffi's second son and eldest by his second wife, is the favourite among observers to succeed his father. Of all Ghadaffi's sons he has the most prominent public role in the country's political arena. Although he has no formal role within the country's institutions, he has been instrumental in resolving many of the country's key issues in recent years. These include the 2007 case of a Bulgarian medics accused of infecting children in Benghazi with the HIV virus in 1998, a compensation package agreed in 2004 for victims of the bombing of the La Belle disco in West Berlin in April 1986, and securing the August 2009 return to Libya of Ab-delbaset al-Meghrahi, who was convicted in the UK in January 2001 of bombing a Pan Am flight above Lockerbie, Scotland, in December 1988.
