A major report into the surveillance powers of the United Kingdom's intelligence services has called for the scrapping of existing legislation and the transfer of powers to grant surveillance warrants from ministers to a new judicial body. The report, A Question of Trust, prepared by the UK's independent reviewer of terrorism legislation, David Anderson QC, proposed on 11 June that "the capability of the security and intelligence agencies to practise bulk collection of intercepted material and associated data should be retained", albeit with "a tighter definition of the purposes for which it is sought, defined by operations or mission purposes".
