Since the fall of the Berlin Wall, the Belgian armed forces have been restructured several times. The last phase of these changes was initiated under the form of a Defence Steering Plan published in December 2003. The purpose of this Steering Plan is to progress towards armed forces that are smaller but better equipped and more deployable. This is made possible through optimising the use of budget means within a single integrated Defence Staff, which allows more spending on renewal and investment programmes. The 'single structure' of the Belgian armed forces was implemented in January 2002 when a single joint Defence Staff was created, including all the staff pillars of the former air force, army and navy staffs.
