A recent report concluding it is too expensive to equip airliners with jammers to counter shoulder-launched missiles paradoxically appears to validate the US government's strategy and brightens the outlook for a civil market for jammers. The report by the non-profit and non-partisan Rand Corporation, 'Protecting Commercial Aviation Against the Shoulder-Fired Missile Threat', said the cost of jamming systems and the potential ease of using other technologies to circumvent the defensive systems would make a rush to fund such a system premature.
