摘要

Since he came to office President Barack Obama has embarked upon a mission to reframe the narrative of what was called the 'Global War on Terror'(GWOT).rnThe word 'terrorism' was absent from his inauguration speech. On 20 March the president spoke to the people of Iran, choosing to deliver his speech to coincide with the festival of Nowruz. when Iranians mark the arrival of spring.rnHe offered a "new beginning" to the Iranian leadership. His language was respectful and conciliatory and clearly targeted at the younger generation of people in Iran. Less than a month later, the president was in Turkey giving an address to the Turkish Parliament in Ankara in which he stated that "the United States is not at war with Islam".
