Fulfilling the promise of non-geostationary satellite technology

As we approach the 1997 World Radiocommu-nication Conference (WRC-97), we can reflect on the hard work of WRC-95 and take pride in the accomplishments of that Conference. The leadership of the ITU in telecommunication issues was reaffirmed by its consensus on a broad range of issues, including its decision to enable new non-geostationary fixed-satellite services (non-GSO FSS).
