Professor Bayer, why are tolls - fees levied for the use of infrastructure -charged in the first place? In the strictest sense, charges are made for the use of transport routes. The debate, however, easily splits into a differentiation between so-called road pricing and congestion pricing, to control the flow of traffic, and tolls. The latter is designed to produce revenue for domestic purposes or to refinance infrastructure projects as its main purpose.
