Cities define their greatness by preserving the past. Great cities don't demolish older structures for shopping malls, parking lots or wider traffic lanes. In fact, some of the greatest cities in the world have the greatest amount of historic preservation: Amsterdam, London, Paris, Havana, Venice, Rome, San Antonio, New York, Charleston, Athens, Miami Beach and Chicago. In all seriousness, nobody will ever consider Houston or Dallas to be great cities.
