Playing Hide and Speak: Analyzing the Protected Disclosures Framework of the New Zealand Intelligence Community

The deliberate disclosures of vast tranches of classified information to the media is a relatively recent phenomenon, with some scholars predicting that "the mass leaker may replace or supplement the conventional spy as the primary threat to national security."~1 Since the revelations of former military analyst Chelsea Manning and U.S. intelligence contractor Edward Snowden became public knowledge in 2010 and 2013, respectively, varying perspectives of the definitions, motivations, and implications for individuals identified as "leakers," "whistleblowers," and/or "insider threats" has dominated much of the international discourse around transparency, security, and privacy.~2 How one balances national security with the public's right to know is a problematic tension,~3 as unauthorized intelligence disclosures can be damaging in a multitude of ways.~4
