While giving a lecture to an international student body, one young student asked me "Does every country have an intelligence service?," implying first that she was surprised that every country would have one, and second, that she wanted a job in the intelligence service of her country. I answered "yes," noting that even Luxembourg had one, and that perhaps an unofficial intelligence service headquartered in Rome might be the best of them all.
