Delegates at the United Nations-sponsored climate change talks here agreed to terms for the first completed set of rules of the conference: an adaptation fund to help poor countries adapt to the effects of changing climate. The fund will start out with $67 million, all from a 2 percent levy on transactions related to the Clean Development Mechanism, or the CDM, the largest of the Kyoto Protocol's flexibility mechanisms. The CDM gives wealthy countries emissions-reductions credits for funding projects that help reduce emissions in underdeveloped countries.
