Canadian Agency Proposes Regulations For Decommissioned Pipelines, Plants

Canada's National Energy Board Nov. 10 published draft regulatory amendments to ensure that environmental requirements are met when companies permanently end operations of an oil or natural gas processing plant or pipeline but continue to provide ongoing production services. The amendments to the National Energy Board Processing Plant Regulations and the Onshore Pipeline Regulations would close a gap in the current regulatory process, which only addresses the issues of abandonment of plants or pipelines involving a discontinuance of service or the temporary removal of plants or pipelines from service, the federal energy regulator said in a regulatory impact analysis statement.
