Vietnam Ramps Up Regulation, Exposure Of Abuses by Industrial Complex Polluters

Singapore—Industrial complexes in Vietnam are facing increased regulatory pressures after multiple studies released in late July indicated they were among the biggest contributors to pollution in urban areas. The state Vietnam News Agency (VNA) reported July 26 that beginning in 2008 a list of enterprises found violating emissions regulations would be made public on March 31 of each year. A circular recently issued by the country's Ministry of Natural Resources and Environment instructs all municipal and provincial environmental offices to report chronic polluters to the central Environmental Protection Department, which will assemble a blacklist to be distributed to the media for publication. Just one day earlier, VNA said environmental authorities in the commercial hub of Ho Chi Minh City had issued a regulation that would make it mandatory for any companies constructing new industrial parks in or around the metropolis to equip them with centralized waste treatment facilities.
