Brussels—The European Union can reduce carbon dioxide emissions by more than twice the amount required under the Kyoto Protocol through a range of relatively pain-free energy measures, the European Commission said in an energy efficiency action plan published Oct. 19.rnThe plan proposes strengthening existing EU legislation and introducing new rules, especially on urban transport and energy taxation.rnCar manufacturers are also threatened with mandatory emissions limits, in the wake of voluntary agreements that so far have not achieved their targets (29 INER 637, 9/6/06).
