South Korea Aims to Start Trading System With 100 Percent Free Allocations in 2015

A set of rules to implement South Korea's greenhouse gas emissions trading law was proposed July 24 by the Presidential Committee on Green Growth and the Ministry of Environment. The enforcement decree, which requires parliamentary approval, would pave the way for the Law on the Allotment and Trading of Greenhouse Gas Emission Rights to go into force Nov. 15, even though the actual rollout of emissions trading would not begin until Jan. 1, 2015. The law was enacted in May (35 INER 454, 5/9/12).
