Mexico is launching an over-the-counter market for voluntary trading of carbon emission reduction credits to enable companies to offset the country's new carbon tax. The market, called Mexico2, will allow companies to purchase certified emission reduction (CER) credits and voluntary emission reduction (VER) credits to offset the fuel emissions duty, which Congress approved Oct. 31 as part of a fiscal overhaul (36 INER 1616, 11/20/13).
