Canadian and U.S. authorities must decide whether to renegotiate a treaty governing the management of the Columbia River, with economic benefits from power production, flood control, climate change and ecosystem management being primary issues of concern. "We do feel it is time to look at the treaty and the policies and to modernize and create benefits on both sides of the border," Mike Hansen, spokesman for the Bonneville Power Administration, said. BPA and the U.S. Army Corps of Engineers are designated to negotiate the treaty for the U.S. and are receiving input from the sovereign review team composed of representatives of four states, 15 tribes, and 11 federal agencies.
