Failures to meet energy intensity and key emissions reduction goals in some areas have led central government agencies to remind local and provincial officials in China of their duties in these areas. On Aug. 27, the National Development and Reform Commission (NDRC), the country's top development body, released a statement reminding provinces and local governments to work toward meeting energy intensity and emissions reduction goals. The NDRC reprimanded several provinces Aug. 12 for not meeting energy intensity reduction goals in the first half of 2013, including the provinces of Hainan and Yunnan, and the autonomous region of Xinjiang, which were the worst performers (36 INER 1194, 8/28/13).
