European Union member states are widely regarded as the birthplace of the modern renewable energy industry. Long-term EU energy policy goals for over a decade have been aimed at limiting EU countries' dependency on imports of energy and fuels from politically unstable suppliers outside Europe. Pursuant to Directive 2009/28/EC on the promotion of the use of energy from renewable sources, the European Union set a target of 20 percent renewable energy sources ("RES") in gross final consumption of energy for 2020, broken down into binding national targets for each of the 27 EU member states.
