Christiana Figueres, the United Nations' top climate change official, called for "substantial pledges" from rich countries to help the developing world adapt to climate change. With a battle looming over levels of national commitment as the UN seeks to hammer out terms for a global 2020 agreement, poor countries have said that developed countries should do more through contributions, including those to the Green Climate Fund. The fund was established in 2009 with a goal of providing $100 billion a year by 2020 to help developing countries adapt to climate change, but it has been underfunded from the start.
