China Tabs Cities, Provinces, Industrial Parks For Low-Carbon, New-Energy Projects

China has designated 42 cities and provinces as low-carbon pilot areas and another 81 cities and eight industrial parks as new-energy-demonstration areas, according to recent announcements from the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA). On Feb. 14, the NDRC updated progress on its low-carbon pilot program which was launched in 2010, stating that through 2012, the 10 cities and provinces in the first batch reduced their carbon intensity per unit of gross domestic product on average by 9.2 percent compared to 2010 levels, greater than the national average of 6.6 percent.
