摘要

A complete evaluation system of low-carbon industrial park is introduced, which is developed by using Analytic Hierarchy Process (AHP) to weight analysis and by accepting experts' advices. This evaluation system sets a low carbon industrial park evaluation index (A) as the target level and determines the factors in criterion level, state level, and indicator level, as well as system score distribution. Total score of it is 100 and the passing score is 60. With Caofeidian Industrial Park in Hebei Province for an example, this paper introduced the utilization of this evaluation system. With a total practical score of 58, this industrial park failed to pass the evaluation. By analyzing the scores of all indicators, the lack of management of greenhouse gas emissions and waste is pointed out as the main obstacles.
