In response to a catastrophic derailment two years ago, federal transportation regulators issued a final rule on July 29 enhancing the brake system safety standards for unattended trains carrying hazardous cargo. The Federal Railroad Administration rule requires one trained railroad worker to secure the train and a second to verify that it is properly secured. The rule also includes several other mandates related to briefing workers on securement, installing exterior locks, setting handbrakes, removing train reversers and setting air brakes.
