Towards a Fully Liberalised Turkish Electricity Market: Progress and Problems

The new millennium has brought Turkey reformist laws and subsequent secondary legislation in an attempt to liberalise the Turkish electricity market in accordance with the global trend of adopting a model of vertical separation and creation of more competitive electricity markets. Since it was understood that contracts previously signed under the BO, BOT and TOR models, and pledged state guarantees were not the real means of creating a competitive electricity market, the current state of governing laws was reformed and Turkey had taken its first step in the long-lasting venture of liberalisation. Although the aim of the Electricity Market Law 2001 is to liberalise the Turkish electricity market and promote competition, in fact the main expectation is to attract a considerable amount of private investments to the Turkish electricity market, in order to meet the ever-increasing demand for electricity.
