This summer has seen an extraordinary sequence of events in Poland, with Chinese state-owned contractor COVEC being thrown off the construction of the A2 highway when it stopped paying sub-contractors and tried to push through huge change orders and design modifications. The contractor claims it chose to walk away from the contract because of the losses it was incurring - nearly US$ 400 million - but there is little other evidence to support this version of events.
