The most prominent action is a white paper on online harms, which promises to appoint an independent regulator to "enforce stringent new standards" and establish "a mandatory duty of care for social media firms to protect users". Companies "could face heavy fines if they fail to deliver". The government says the measures are the first of their kind in the world in "the fight to make the internet a safer place".
