An IPTV service system for providing news contents, a method for transmitting/receiving news contents, and a recording medium having a program for providing the news contents are provided to transmit various kinds of news contents to an IP set top box of a subscriber through a news channel selected by an EPG(Electronic Program Guide). A method for transferring photo news information in an IPTV service system comprises the steps of; receiving text news information or photo news information from a news content provider(S11), transferring video news contents to each COD(Contents On Demand) server dispersed to each region node(S12), notifying a user that the video news contents are transferred to each COD, using a data agent of the news content provider(S13), generating data broadcasting data and PSI(Program Specific Information)/SI information(S14), multiplexing the data broadcasting data and the PSI/SI information along with the EPG information and IP-packeting the multiplexed MPEG-2 TS stream(S15), transferring the IP packeted transfer stream to an IP set top box of subscribers(S16), receiving a news contents requesting message containing position information of the IP set top box(S17), transferring the URL information of an optimal COD server of the nearest region node to the IP set top box through a return pass server system(S18), and transferring the news VOD contents to the IP set top box(S19).
