The case studies presented in The image of the enemy: intelligence analysis of adversaries since 1945 -covering intelligence agencies in the US, Soviet Union, East and West Germany, the United Kingdom, Israel, and Pakistan - are likely to resonate with those who have attempted to craft or analyze intelligence assessments as well as those who seek to understand the influence of intelligence on policymakers. This is because some intelligence agencies seem to suffer from a 'damned if you do, damned if you don't'syndrome. Either agencies are taken to task for failing to produce accurate, objective, or palatable assessments, or policymakers don't listen to their intelligence agencies, or both. Each of the eight case studies (there are two on the US) examines how that country's intelligence community saw their primary adversary and the influence of their assessments on policymakers.
