Carter: Strategic Review Progressing, But Bolder Thinking Still Needed

Defense Department officials have made significant headway with the Strategic Choices and Management Review, framing options for DOD's force structure, investments and other spending areas, but in some categories Pentagon leaders are pressing for bolder analysis as the assessment nears its finish line, according to Deputy Defense Secretary Ashton Carter. The review, which is being led by Carter, working with Chairman of the Joint Chiefs of Staff Gen. Martin Dempsey, is intended to realistically confront both strategic and fiscal challenges. It is slated to end in May. Everything is on the table in the review, including roles and missions, war planning, business practices, force structure, personnel and compensation, acquisition and modernization investments, how DOD operates and how DOD measures and maintains readiness, Carter told reporters at the National Press Club on May 7.
