Advisory Panel: DOD S&T Enterprise Out Of Step With Future Military Needs

The Defense Department's research and development endeavors often reproduce technology already available in the private sector, lack any focus on a limited set of military-unique technology needs, and conduct scant outreach to independent researchers working on technologies critical to future DOD weapon systems. That is a preliminary finding of a Defense Business Board task group commissioned by Deputy Defense Secretary Robert Work to find new ways for the Pentagon to "optimize" DOD's $12 billion annual science and technology enterprise.
