Future Uncertain For Rapid Acquisition As Wartime Funds Dry Up

The Defense Department is concerned that Congress' unwillingness to appropriate money to ad hoc accounts may compromise the department's rapid acquisition ability, according to a DOD official. To mitigate the loss of these funds, DOD has been pressuring Congress for new authorities and accounts, including a streamlined reprogramming process and appropriations for the Joint Urgent Operational Needs Fund (JUON). Previously, DOD has relied on accounts like the Iraqi Freedom Fund, the Joint Improvised Explosive Device Defeat Fund and the Mine Resistant Ambush Protected Fund to pay for expedited acquisitions for specific and unexpected wartime threats.
