Fiscal year 2016 defense budget request topline numbers, which show that the Pentagon plans to ignore the Budget Control Act caps, leaked in advance of a Jan. 28 Senate Armed Services Committee hearing in which members of the Joint Chiefs of Staff were scheduled to discuss the potential damage of sequestration if the decade-long cuts are allowed to occur. While the official budget submission is not scheduled until Feb. 2, several news outlets on Jan. 27 simultaneously reported that the Defense Department was planning to request $585 billion in FY-16 spending -- $534 billion the base budget and $51 billion in the overseas contingency operations account.
